SECTION 1

 

PRESIDENT

 

1)              The President is the Chief Executive Officer of the Association and shall preside at all meetings of the Association, the Executive Officers or the Executive Committee.

2)           Shall call such meetings of the Association, the Executive Officers and the Executive Committee as he or she considers necessary and he or she may order the calling of any standing or special committees.

3)        Shall provide leadership in determining the policies of the Association and in the administration of the affairs of the Association.

4)       Shall be the official representative of the Association at all functions or events held by groups or organizations outside of the Association, except in cases stipulated otherwise by the Memorandum of Association or By-Laws or in cases where he delegates such authority and responsibility.

5)          In addition to his/her normal duties, may, at his/her discretion in emergency situations, exercise all the authorities of the Executive Committee providing that any such emergency action taken is referred to the Executive Committee for confirmation or rejection within ten days.

6)         Shall present an Annual Report of the Association activities during his/her term of office at the Annual General Meeting.

7)      By reason of his/her office, shall automatically be a member of  the Association Committee.

8)          Shall perform any such other duties generally associated with the office of President.

9)        Shall provide a copy of the Association’s Memorandum of Association and By-Laws to all members.

10)    Shall in the event of extended absence designate the Vice President Rep Teams or Vice President Recreational teams to act on his behalf.

11)    Shall be responsible for the liaison between the Halifax Hawks MHA and other Associations and shall appoint voting delegates to the Annual Meeting of Nova Scotia Hockey Minor Council.

 

SECTION 2

 

VICE PRESIDENT ADMINISTRATION

 

1)                  (Deleted by Amendment 1995)

2)                  May also be appointed to act as a Director with responsibility for a major portfolio or be appointed Chairman of a major standing committee.

3)                  Shall be responsible to the President for:

1)                  the Administrative aspects of the Association;

2)                 registration of all players with the N.S.M.H.C. in cooperation with the association registrar.

 

4)                  Shall see that all banking papers be in legal order and personally see to the filing of said documents.

5)                  Shall see that all bank accounts require a minimum of two signing officers and personally see to the filing of said documents.

6)                  Shall see that any and all amendments passed to the Memorandum of Association and By-Laws are added to the Memorandum of Association and By-Laws within sixty days of the amendments being passed.

7)                  Shall be responsible for the security and safe keeping of all Association records and files until the Executive Committee votes material redundant and marked for destruction.

8)                  Shall see to it that all records are retained in safekeeping for a minimum of no less that six registration seasons.

9)                  Shall see to a smooth transition of power and turn over of the records, information, files, assets, corporate seal, contracts, deeds, financial books and records, keys and the like.

10)                  Shall see to the filing, submission and payment of fees for all forms and information including lists and addresses of Board of Directors and Executive Committee and any and all amendments to the Memorandum of Association and By-Laws in person.

 

SECTION 3

 

VICE PRESIDENT REP TEAMS

 

1)                  Shall in the absence of the President perform all of the duties and exercise all of the powers of the President.  He may also perform any such duties delegated to him/her by the President.

2)                  Shall be responsible to the President for the operation of the Competitive Program.

3)                  Shall act as Alternate to the Central Minor Hockey Federation and attend meetings of the CMHF as necessary.

4)                  May also be appointed Chairman of a major standing committee or be appointed to act as a Director with responsibility for a major portfolio.

 

SECTION 4 

 

VICE PRESIDENT RECREATIONAL TEAMS

 

1)                  Shall in the absence of the President and Vice President Rep Teams perform all of the duties and exercise all of the powers of the President.  He may also perform any such duties delegated to him/her by the President.

2)                  May be appointed Chairman of a major standing committee or be appointed to act as a Director with responsibility for a major portfolio.

3)                  Shall be responsible to the President for the operation and conduct of the Recreational  League.

4)                  In the event there is a Greater Cooperative House League, shall be the Association representative at all Cooperative League meetings.

5)         Shall make a report to the Executive Committee of the affairs of the Recreational  League.

 

 SECTION 5

 

TREASURER

 

1)                  Shall be responsible to the President for the accounting of all funds of the Association.

2)                  Shall pay all accounts approved by the Executive Committee and shall keep a record of all receipts and disbursements of Association Funds.

3)                  Shall be responsible to the President for the preparation of the Annual Budget of estimated receipts and expenditures and shall advise the Executive Committee on financial matters.

4)                  Shall present the financial report on the year’s operations at the Annual Meeting.

5)                  Shall generally perform all duties associated with the office of Treasurer.

6)                  Shall submit financial statements and any other necessary documentation to the City of Halifax as requested.

7)                  Shall notify the President and members of any indebtedness and report the financial status of the Association when requested.

 

SECTION 6

 

SECRETARY

 

1)                  Shall record and retain the proceedings of all meetings in a minute book and certify the accuracy of the record by appending his/her signature.  The record of proceedings of the Association shall be open to inspection by members of the Association at the time and place met for any Executive meeting.

2)                  Shall be responsible for the conduct of any correspondence and ensure the President has full knowledge of it.

3)                  Shall notify members of the Association of all general meetings when directed to do so by the President.

4)                  Shall be responsible to ensure that all insurance claims are completed and forwarded to the insurance company and to follow them up to ensure they are finalized.

 

 SECTION 7

 

DIVISIONAL DIRECTORS

 

1)                  Shall be responsible to the Executive Committee for the overall supervision and administration of the activities of the division to which they have been elected.

2)                  Shall, in cooperation with the Registrar, be responsible for ensuring all players in his/her division are properly registered.

3)                  Shall assist and be part of the Coaches Selection Committee concerning teams in his division only.

4)                  Shall allocate players to a team in the Recreational league with a view to balancing the strength of the teams as evenly as possible.

5)                  Shall draw up a schedule for league and playoff games in his/her in-house league in accordance with directions provided by the Association and the ice time allotted by the Association.  He/she shall also maintain league records.

6)                  Shall with approval of the Executive Committee, suspend any player, coach in his division for up to and including two games for any infraction of the By-Laws or any Association rule or Hockey Canada rule or for any action of misconduct considered to be detrimental to the best interests of minor hockey.  He/she may recommend to the Executive Committee any further disciplinary action he considers is warranted.

7)                  Shall ensure that all house league players receive as equal an amount of ice time as possible.

8)                  Shall generally perform all duties associated with his office.

9)       Recreational Team Directors shall report to Vice President Recreational Teams and Rep Team Directors shall report to Vice President Rep Teams.

 

SECTION 8

 

CMHF DELEGATE

 

1)                  Shall be responsible to act as Association delegate to the Central Minor Hockey Federation.

2)         Shall, in his/her duties as delegate, represent the Association on any meetings of the Central Minor Hockey Federation and shall report any scheduling, suspensions, categorization or             rulings to the Executive Committee.

3)         Shall, working with the ice coordinator, be responsible for schedule changes and rescheduling  in CMHF league play.

 

SECTION 9

 

DIRECTOR OF HOCKEY DEVELOPMENT

 

1)                  Shall be responsible for the formation and organization of any hockey schools or clinics operated by the Association.

2)                  Shall offer technical and development advice as requested by the Executive Committee.

3)                  Shall assist programs and teams by forwarding to them, any new information concerning drills, strategies, etc.

4)                  Shall assist in coaching selections and reviews as requested by the Executive Committee.

 

SECTION 10 

 

REGISTRAR

 

1)                  Is responsible to the Vice President of Administration of the overall organization and administration of the registration of players with the Association in accordance with Association policies and such terms and conditions decided by the Executive Committee.

2)                  The registrar shall also be responsible to assist the Vice President Administration and Rep Teams and Rec Teams in registration of Association players with Nova Scotia Hockey Minor Council.

3)                  Shall present the report on player registrations for the year at the Annual Meeting.

4)                  Will contact members regarding registration fees, late payments, etc..

 

 SECTION 11

 

EQUIPMENT DIRECTOR

 

1)                  The Equipment Director shall be responsible for administration of the equipment budget, for the purchase, issue and control of all association equipment, including the issue and return of uniform sweaters.

2)                  Shall maintain an equipment inventory for the Association.

3)                  Shall administer the use of the Hockey Equipment Room.

4)                  Shall prepare an annual report on equipment and make written recommendations to the Executive.

 

SECTION 12

 

TOURNAMENT CHAIRMAN

 

1)                  Shall coordinate, organize and direct all tournaments hosted by the Association annually.

2)                  Shall appoint committees to assist in the operation of such tournaments.

3)                  Shall, with approval of the Executive Committee, procure ice, program advertising and other such things necessary for the operation of the tournaments.

4)                  Shall work within budget guidelines as determined by the Executive Committee and make a financial report on each tournament available to the Executive Committee.

5)                  Shall submit a report of the year’s tournaments at the Annual meeting.

 

SECTION 13

 

ICE COORDINATOR

 

1)                  Shall coordinate ice time requirements of the Association and he/she shall recommend to the  Executive Committee, the allocation of ice hours for the Association’s program in accordance with requirements, Association policies, directives of the Executive Committee and ice time allotted to the Association.

2)                  Shall submit a report of the year’s events at the Annual Meeting.

3)                  Shall prepare ice bills, if necessary, to be submitted to the Treasurer for collection.

 

 SECTION 14

 

FUND-RAISING CHAIRMAN

 

1)                  Shall be responsible for the coordination of fund-raising at the Association level.  This does not include team fund-raising.

2)                  Shall plan, prepare, organize and supervise all fund-raising events.

3)                  Shall appoint committees to assist in reaching these goals.

4)                  Shall advise and give guidance to the Association and the Executive Committee in regards to fund-raising.

5)                  Shall submit a financial report to the Executive Committee on each fund-raising event.

6)                  Shall submit a report on the year’s fund-raising at the Annual Meeting.

 

SECTION 15

 

Risk Management Coordinator

 

1)                  Oversee that safety precautions are in effect in arenas during Association ice rentals.

2)                  See that all competitive teams are supplied with first aid kits.

3)                  See that first aid kits and stretchers are available at the Association Arenas.

4)                  Check out and follow up on any safety hazards reported in Arenas.

5)                  To comprise a list of safety regulations for players, coaches and officials.

6)                  To offer a hockey oriented first aid course to coaches and officials.

7)                  To offer first aid service during tournaments.

8)                  Examine and follow up on any injuries to players, coaches, and officials.

9)                  Ensure all players are wearing proper protective equipment.

10)             Examine and follow up on any suspensions due to intent to injure.

11)      Have the power to recommend suspension of any player, coach or official who willfully neglects safety regulations that could cause injury to himself and/or others to Executive Committee.

 

Section 16

 

Metro Minor Delegate

 

1)       Shall be responsible to act as Association delegate to the Metro Minor League.

2)       Shall, in his/her duties as delegate, represent the Association on any meetings of the Metro Minor League and shall report any scheduling, suspensions, or rulings to the Executive Committee.

3)       Shall, working with the ice coordinator, be responsible for schedule changes and rescheduling in Metro Minor League play.
